Email notification for failed jobs emailing successes

I have 2 jobs setup. For failures, I have it setup to email me on Sunday mornings. I get 2 emails every Sunday saying Job 1 success. If I have it set to email me "when job fails" why am I getting notifications for successes?

Did you setup the notification for completion by accident?

I definitely have notification set to "When the job fails." It's weird. I guess I can delete it and recreate it to see if that fixes it. I have the identical job setup on another sql server and it doesn't send the email.
