email newsletter opinions

I have a client that wants an email newsletter for his site. He'll type the newsletter and then click "Send" and it will automatically sent the newsletter to everyone opted-in from the database.

Do you think it would be better to email the actual newsletter in plain-text or just send a link in the email that links to the page on the website with the actual newsletter?
 
Best way would be to let the people choose the format they want, so when the letter is available, the "send" will send what the people requested. Another choice would be plain text or rich text with graphics.
