Email Missing but reported as delivered

I have an issue where a few emails are missing for two users (both users were in the TO line).
Check the exchange tracking and I can see that the emails were delivered to both users mailboxes.
Check outlook, and there is no record of the emails. Check OWA and the emails do not exist there either.

Is there a way to resend these messages from within Exchange itself?

No way within Exchange, but if it says they were delivered, I'm more inclined to believe they were, and that some client rule moved/deleted them.

Check Junk mail.
Check rules as Pat says
Use Outlook to search for them.
