Email loss with Outlook Express

Greetings. I have a client that is not receiving certain emails that are sent to her. Although she will receive some emails, not all are getting through. The addresses that are being blocked do not appear to have anything in common (some are alphanumerical, others are not. Some are from hotmail, msn, yahoo, cox). I checked the servers, rules, and options and still cannot find why she is not receiving these emails. It does not bring up an error in outlook express, which makes me believe that either norton antivirus or a scum-ware removal software is blocking it from getting through. The machine is an XP, fairly fast, and has a high-speed connection of around 3 MB.

Perhaps the Outlook Express program has corrupted program files? Anti-virus/anti-spy/adware? If you have any other possible answers for this dilemma, I would be much appreciative. Thank you,

Who controls the recipient's mail server? My first guess would be some blacklisting or spamfiltering at the mail server.
