Email from Excel not sheet based

I have a monthly task list of end of month reports to run. That is manual and not changing at this time. What I want to do is have cells dedicated to (body, Subject, BCC and FROM). So when each line item is completed an email is created either when a hyperlink or button is clicked for the row. An email is generated automatically with all the same text as months previous (which we have a team of people who take turns doing the EOM reports).

Example email:

FROM: reporting Team
BCC: user1, user2, user3
Subject: March End of Month Reports are ready
Body:

Hi,

Your reports are completed and ready to be viewed. Here is a link to your reports.

blah blah

Reporting Team,
John Doe

Nothing sophisticated in that one... the other option is simular email, but with attachment that is in a static location, which if email opens like above but waits for user to manually attach the file and send.

I was thinkning of having the excel spread sheet having for each task extra columns for the to, subect and body so clicking the hyperlink or button that information is read and used to create the message.

I hope this makes sense and is not a major task... is it possible?
