Email forwarding rule

Dear All,

We are using Exchange 2007 server and never setup email forwarding on the Exch2007 server for anyone.
Some of our users setup email forwarding to their personal account by themselves on the Outlook or OWA program.
Does this rule work for this setting?
If yes, how can I STOP this function in the Outlook rule?
I don't want to STOP the RULE function in the OWA segment.

Please help!
