EM Not creating Packages for Deployment RES 5.5.7

Had to restore 3 month old DB to EM server. Trying to send out packages to Stores but none are being created in the Transport folders

Can you give a little more detail? I don't understand if it doesn't generate new packages for you or if you require the history to upload it to a store.
