Eliminating potential fourth comma

Good Day,

My data looks like:

Location1,October , ,77
Location2,November , ,1,126
Location3,December , ,9
Location4,January , ,59

I would like to remove the comma such as in 1,126.
So, sometimes the comma exists and sometimes it doesn't.

Anybody with a lovely awk script to accomplish that?

sed 's/,//4' file1
