Element Manager Save \ Transmit Node Properties Fails

Error Message:
The node cannot be saved with the current configuration. Refer to the highlighted explanations below.
- Server with hostname "Samss01" does not belong to CS1000 System for current Call Server.

I have tried adding it under the System Manager > Elements > Tree View but that didn't do any good. I have tried the ld 117 reg \ unreg along with going to the local element > ipaddress/local-login and > Full security configuration. I have not tried the Fully Qualified Domain Name or Base Manager. Any ideas? It is like this for all but one system. -Thank you

 
So in Deployment manager if you open (edit) the CS1000 first page shows the Callserver and then next is the sig server listed in the bottom box and if required listed as a Element manager? If it isnt assign it and go back to servers and commit, deploy if not already deployed. Then element manager look in the Node is it in the properties of the node?
