Electronic Procedure Manual

Is Adobe a good solution? I want to develop a procedure manual that is stored on the server. I want the capability to have search/find features as well as other features. Other features might be hover/click on key word for defintion, find where a phrase is used and list links, links to attachments, spreadsheets and other procedures. Another key is maintenance.

Will Adobe do these things and is there any other software I might look at?
