Electra elite 192 & cisco 1700?

I have two old electra elite 192's that had been working with a couple of old T1 media Converters well One of them went bad, and I have a couple of Cisco 1700's with T1 cards in them and media converters inbetween, I can see the respective routers on each end IP wise, when the router is plugged in I can get the T1 alarm to go out on either end, but cannot get the Router to see the system, (when I remove the T1 Cable I do see the alarm lite come on & carrier detect lights go out on the 1700) any help would be appriciated,
do I just need to bit the bullet and buy some dumb T1 media converters ?
