This is just plain wierd.
The thing is, that server, ISA01, doesn't exist. It started to exist in that a colleague was building it but then stopped the build a few weeks ago and either binned the virtual machine or the hardware has been built as something else entirely.
When I ping the host name DNS returns an IP but we get no reply.
So, how is it causing the confusion of being the master browser?

The master browser has received a server announcement from the computer ISA01 that believes that it is the master browser for the domain on transport NetBT_Tcpip_{C518A8B8-D1E9-. The master browser is stopping or an election is being forced.
