effects panel where is it?

Hello I have recently installed Flash and am working on my first project. I am trying to find the effects panel but it is not where it should be. I should be able to find it under windows-> panels -> effects correct?
My problem is that when I open the windows drop down menu I dont see panels ???
Any ideas

Assuming you are using Flash MX, the effects are now a part of the Properties panel. frozenpeas

How come the EFFECTS menu is grayed out?? How can I ungray it?? Thanks...

I have this little thing, Advanced Delusionary Schizophrenia with Involuntary Narcissistic Rage.

Effects can be applied only to symbols. So once you've made your graphic, convert it to a symbol then select it and the effects menu will be usable.
