Effective Permission Tool (Users and Groups)

I need to troubleshoot user permissions in a site collection. Both AD and SharePoint groups are used to give people access to the sites and doc libs.

Is there a tool to manage this or do I need to hack some code into Visual studio to enumerate user permissions for sites and libraries?

A tool giving me the permissions of the sites/doc lib’s with a username as an input would be great to have in the toolbox!

Out of the box, user management is a nightmare of farm admins. We are looking into a tool called DeliverPoint that should provide some semblance of centralized user management. The demos I have seen make it look pretty good.
