Effective Dating in Peoplesoft for FM ..help?

I've just started the "join" strategy process for reporting in PeopleSoft. I need tips on properly setting up the embedded filters or expressions so that it handles "effective dating" properly between 2 tables.

The EFFDT subselect is my stumbling block....How to do it?
