I have a client that wants to utilize 22 separate domain names to increase their exposure with the web search engines. We want to put up a separate optimized home page for each domain name with the navigation linked to our master company website.

My hosting company is telling me I can do this with a Virtual Private Server. With a VPS all the domains will have the same IP.

Does anyone know if the search engines will pick up the separate domains and index them as separate websites or will I have to go with 22 separate hosting accounts?

The hosting company is talking crap!
Having 22 domain names as 'doorway' pages on the same IP will get your client penalized or banned at most of the SEs in a very short time.
Your client can have 22 domain names if you wish, no doubt they will be keyword-keyword-keyword.tld which just happen to be one of the very things that has been devalued in the last Google update.
Your client would be better served having a main domain name that is memorable by visitors (they have credit cards not the spiders) then building one good site and promoting it properly.
In a well designed and optimized site every page can be an entry page with no risk of penalty.
