Editing the notes.ini on Clients

How can I edit the notes.ini file on a clients machine an easy way for many users. I thought you could just create an agent that a client would have to click?

Trying to change the location of the cache.dsk, make it local instead of on the network. Now i know the command line for this but have been told that you can do it by sending a button attached to an email, was wondering how this is done, what is the cammand or function?

About three hundred users..
