Editing permissions

Trying to edit permissions for a website placed on a server with FrontPage extensions. I have enabled FrontPage in IIS 4.0. Now, when I use FrontPage to open the website that resides on the IIS Web server and then go into Tools, Security, and Permissions; when clicking on the Users or Groups tab the Edit and Remove buttons are grayed out. I want to be able to remove or add permissions. Why are these buttons grayed out?
 
First you have to check the option to use unique permissions and click the apply button. Then you will be able to click the other tabs.

On IIS - the users will need to be set on the server first, and then through FP you can select the user from the servers list of users.
