Editing GAL without AD 2

Our exchange server was setup with basic user info (just names really) - now a secretary wants to put Job titles and extension numbers in there. Can this be done outside of AD ?

1. You can delegate access to specific fields to a designated user so they can maintain them by installing AD Users & computers.
2. We use galmod32.exe and let individuals update their own entry.
 
The GAL is a representation of the GC partition in AD. If you make changes to the GAL, you are writing changes to AD. The question is what tool to use. You can use ADU&C, galmod, or even Outlook. It's a matter of delegating permission to write the desired attributes.
