In Fireworks the easiest and most flexible way of doing this is masking it. Select the bitmap that you are working with (just single click - don't start editing) and find its dimensions in the info palette. Then double-click the rectangle tool (bringing the option palette to the front) and adjust the corner to what you want. Draw out the rectangle (any size will do, but don't use a stroke unless you want a border) and then in the info palette adjust the height and width to suit your image. You can make the rectangle smaller than the image if you want to crop it.
Once your happy with the rectangle move it over the image and select both images (using the shift-select method or dragging around both objects). Then right click on one of them (doesn't matter which) and select Mask Group > Mask to Path. Your image should now have rounded corners. You can move the image around inside the mask by selecting it and dragging the handle in the middle.
