Edit SNMP Service Settings externally?

Greetings... I help manage a small civilian network (approx 15 users), and I'd our internet bandwidth is rather limited. We have a 512/512 satellite connection, and we're overseas. I'd like to implement SNMP on all connected clients, primarily to monitor services (for people using P2P and such) and network utilization.

Outside of having the users do it themselves or setting up each machine the old fashioned way, is there a command that I could use in a little script/batch file to activate the service, along with starting it automatically, and if possible removing the PUBLIC trap and replacing it with another string (For security reasons, I'd rather not use the default PUBLIC trap)?

Even executing a script locally on each machine would me much easier than setting up the service manually each time. Our clients all use XP Home/Pro/MCE.
