Edbutil /d Fails with Error -1811

I am running Exchange 5.0 sp2 on NT Server 4.0 sp6 and my priv.edb file has gotten way to big. I tried to run edbutil /d however I received a error which seemed to me to be the Q182804 fix which I have tried with no succes. Any thoughts? I have given the administrator group as well as the person full control to the bin directory still producing the same error.

Change all Exchange services to manual start. Disable all Antivirus scanners and restart the server. Then try to run EDBUTIL. Also if you only will defrag the DB upgrade to latest hotfixes for Exchange.

Thanks for the tip. I was also thinking it was some kind of permissions issue and if I set the everyone group to full control of the bin folder maybe I could get it than just change the rights back when complete?
