Economical (read: CHEAP!) tape trays for filing cabinet?

Ok so we have two copies of every tape go to two separate offsite secure storage locations. Since we have two copies of everything, we are not required to put them in fireproof safes. So we store the AIT tapes in standard lockable file cabinets.

Does anyone know where I can buy some CHEAP plastic trays that will hold and organize the AIT tapes? Right now they just kind of fall all over each other, and you can't see at a glance if something is missing.
