I've been asked to look into the idea of helping a website deal with its payment processing. The site has a number of memebrs and it needs to be able to allow 1 member to transfer funds to another. Where's the best place to start finding out about how to implement this?

Well your issue lies in aggregating funds. Most processors will not support aggregating or factoring.

A merchant account is issued to one person / company. There are some IPSP (Internet payment service providers) like (some versions of) Paypal, 2CO, etc. Its My Merchandise and Services Its My Money or Is It might help some.

You might consider trying to set up the members with their own merchant account and that would be easier to maintain and compliant

Thanks. Could you explain a little about setting up members with their own merchant accounts. Would this involve instructing members to set up an account and then inputting their merchant account details on our database so that we can set up a form which processes payment for them?

Well you might consider talking to a few agents to see what offers they could get for you. And then usually they can set up a link on your site to get the process started and the merchant account would be approved usually immediately if in the United States and less and $30,000 a month.

Yes, for example, with the LinkPoint gateway, you would need the store number and the PEM cert. This could be in the database so it can all be read as needed per merchant.

I would go with Paypal. They have great developer support and they have a well-known brand name.

How would you approach the problem of allowing 1 site member to transfer funds to another site member through paypal. Same as above ( ie asking each member to set up their own merchant account?) It would be great if I could automate the paypal send money function where members could transfer funds to eachother through approved email accounts

Have a look on the Paypal developer website.
