easy updating html

hi
i am building a website for my school, and when its completed i dont want to have to update if for them every other day, so i had this idea: they could easily update selected text by simply changing the text in a text file, or by changing the text in a basic html file (<html><head></head><title>blabla</title><body>blabla</body> where blabla is of course will be the text they update)
This is a great idea i think, but my question is.... HOW DO I DO THIS? no ifram suggestions please because of navigator. oh yeah, and the method has to work with both navigator and ie. Please help me out here by giving me comments/suggestions/answers.

you can server side includes to bring the updated text into you page. take a look at the <!--#include> tag

what tools/languages can you use ? server side or client side only ? what do you want them to be able to do exactly ? and not to do ?
 
all i want for the school to be able to do is to update their News section of the main page. no server/client side stuff. i just want them to be able to update the news text without using html because they dont know any. Vanella Ice Ice Baby...
 
by the way, i know vb really well, so if i have to write a program to update it, i can, but i need to know what the program has to do in order to update the news section Vanella Ice Ice Baby...
