Easy Q: Height and Width fixed browser sizing

How do I set the height and width in html so that when a page is opened up it sizes to specific settings. I want it to be a small box size when this URL is typed in the address bar. However, I don't want to set the size from another link (i.e. how a popup works being called from an existing html file).
 
If I understand you correctly, anyway you look at it, you're going to have to open either a full-size browser window and then open a smaller "pop-up" type window, or open a pop-up on the existing window.

HTML will fill the browser window (which normally opens full screen) and the contents of the page can only be controlled by using tables, images, javascripting, etc. There's always a better way...
