Easy one: Does Lync create the SIP URI or do we need to do so first in AD?

We are standing up a new Lync server. Our consultants seem to be having trouble getting permissions right. At one point we were told: "you need to setup the SIP URI by hand before enabling the user"

Seems fishy to me since the Lync control panel says "Generate Users SIP URI:" "generate" tells me that its asking me how I want *IT* to create the SIP URI, not asking how *I* created it ahead of time.

So am I right? is the Lync control panel add user dialog supposed to create the SIP URI for me?
 
Enabling a user via the enable-csuser cmdlet, or via the Lync Server Control Panel, will automatically assign the SIP address to the user. You should never need to manually do anything.
