Earthlink PRI Woes, Need some advice

I have a client who recently had a power failure and when power came up, the PRI did not.

Before I go any further, The system had issues too. This one site always has several board mis-matches in the system setup print when there is a power failure. Not everytime, but 3 out of 5 anyhow.

Having said that, If I do a board renumber, it always fixes everything and all is well. This time, all is well except the PRI. I feel strongly that there is a setting issue in their equipment at the site because it took them like 4 hours to get it up on the day of install. I have had other sites where Earthlink has told me on an occasion that if they don't save the changes on their config, it will revert back to the last save that was done. Who knows if this is true, or, this is the case here.

Bottom line, we gots no T1. A million 7001 PRI Service Audit Errors, no red light on the T1 and in maintenance all ports (23) are in service and sitting there. HOWEVER: When I status the 24th port which is the D channel, it is in maintenance busy. I can restore it, it will say restore complete, but when I status it again, it is immeditately in maintenance busy again.

Checked all the programming again and again. Tried not 1, but 4 different T1 cards, they all react the same.

Could it be the system? They insist they are fine. Furthermore, they had the tech out with a TBird and he placed and received fine. That doesn't phase me because I have had them do that before and then found that their TBird auto syncs (I guess) to any protocol. As you all know, we cannot do NI2 on MAGIX/Legend, but they can with the TBird. Of course I have reviewed all setting with them, was told it is PRIMARY NI which is not NI2 but ATTCUSTOM.

I am out of options with 14 hours on this. On all the previous situations like this, I actually carried in a whole MAGIX carrier with cards and plunked it down on the floor, plugged them in, got the same condition. Said to them "I replaced the whole system, same condition, now what?"

I would love any input or buzz words to toss at them to check on their end before I do this.

I would bet that they are no longer set for 5ESS AT&T Custom, or whatever you are set to. And yes, I have seen CLEC's use routers that have a working memory and a scratchpad memory, which will run with the scratchpad programming but reload the other programming after a power failure.
 
If I were you, I would open a trouble ticket and escalate up the ladder until you get somebody that knows what PRIMARY ISDN protocol is (AT&T CUSTOM). If the company is that stupid not to have trained techs in place to restore service correctly, I would take my business elsewhere. I think it is a waste of time and money to try to get service from a wannabe! Also PRIMARY ISDN should be on a DS1 that goes all the way to the CO, not to some idiotic box to convert it to something else!

Once service is restored, I would request out-of-service credit, or file complaints with the PUC.

Just getting back on this, but last week after offending the person at EL we were working with we went further and further up and what do you know>>>>>>> It was set to NI2 no matter how many times we went over NI2 not being correct and being assured it was set to ATTCUSTOM.

We have advised the customer to request a credit. They aren't the file complaints type, but then again, the boss may feel differently!

I'm glad you were persistent. It payed off and you got them back in service! I wonder if the tech that used the T-Berd had his PRI protocol set to AT&T CUSTOM when he tested the ckt?

You probably eventually found someone to look at the actual settings instead of how the circuit was designed. Happened to me many times. The autosync t-berd is a good one.
