Earth/Loop start on an extension

Hi All.

I have what I hope is a small problem. I am rebuilding a XT. Its been moved to my site. The 500 type phones seem to have earth start. I can not get a dial tone unless I short a leg to earth. Is there a system wide setting for this? I thought it would have been a dip switch setting but I can not find one. The card is an old one QPC802. Can any one help?

Depending on the software relese I think there was setings in the cls of the phones grd or lop have fun with that.
