E_mail trouble

I am running Exchange Server 5.5 on WIN NT.
I can receive external and internal e-mail but when i send external mail , destination hosts are not receiving their e-mail eventhough my computer is telling me that they have been sent.Can anyone please help.

Is this a new server or a previously working one ? We are having big delays in emails here atm because yesterday the BT Manchester Exchange was Roasted.
