e911 versus Caller ID 2400/2000 with CCIS

I'm completely new to NEC coming from a MITEL environment. With Mitel, there is a way to limit a callers number from being seen on an outbound call and still allow the number to be seen by a PSAP on a 911 call - and I also maintained a PSALI database in Sacramento as well to aid in this. At my new location, I have a mix of 2400 and 2000 PBX's, some VOIP, all connected via CCIS and I haven't gotten a straight answer yet as to whether or not NEC can differentiate between Calling Party and Emergency dialing. I would appreciate someone shedding a little light on this. I have researched the C911 solution that NEC has but given the current financial status of California - this is not feasible.
