E911 tandem call from Cisco Call Manager to CS1000 and then to PSTN generates two calls.

When a user on the Call Manager dials 911 the call is sent out on one of three QSIG T1s to a CS1000 running release 6. The CS1000, using ESA sends the call via PRI to the PSAP. Every call sends two OSN call records. The PSAP gets the call and a “hang up” from the same number, at the same time. Is there some bug in ESA for release 6 for tandem ESA calls? I can’t find one in Avaya’s docs, however, the Cisco tech seems to think it's an Avaya issue. A D-channel trace shows two records on the QSIG trunk.
 
Two OSN records, two QSIG records on the same loop and channel (from MSGI trace) and two outbound calls calls on different PRI channels. The first one is the "hang up" at the PSAP. The second call completes normally. It looks like the Cisco is trying the call twice, CDP, local, long distance and TIE calls complete normally.
