E911 Center has BCM400 with E911 CAMA and POTS would like to use at new site and connect to a BCM450

I have a E911 center currently running a BCM400 and special Vista Palace software for E911. We are replacing with a new Intrado VIPER for the E911 CAMA. I would like to know if it can be reconfigured in a new police building just for the police department and linked to the main city system that is a BCM450. We will have fiber between buildings.
The main city BCM450 has a PRI and the new police building will have a PRI and pots. I know the old BCM will need a PRI module. Can they be tied together is a unified numbering plan and be one big happy system.
Do they link together using ethernet connections like tie lines? May be too old... just looking to save money and reuse if possible.

Your best bet is to link them together via SIP or H.323 trunks, each system will require ip trunk codes and a MCDN code wouldn't hurt either along with a good bit of programming of course.
