E911 address display issue at the PSAP end.

Hi, Your help is appreciated. Thanks in advance.
When we call 911 from a set the PSAP is getting the office address but when we call 911 from the reception phone the address is not shown at the PSAP end. IP set uses CLID 16 and reception uses CLID 15. or anywhere else to check. ERL is same for both TNs.
