E3118 Failed to locate SYS:\U\TLH\1494tables.wbe at (159806 2560)

I get this error message when I try to restore a file from a backup:
E3118 Failed to locate SYS:\U\TLH\1494tables.wbe at (159806 2560)
and the restore operation failed. I can restore other files from the tape.
I also tried to restore the file from a different tape - an older backup, but
I get the same message. Error 3118 is not listed in Arcserve's help files.
I would appreciate any help I could get. The file is a Quattro Pro file.
