Has anyone else experienced issues with the E129 SIP phones cutting out at the beginning of the call?

From what I can tell, it only happens when sending/receiving a call over a PRI or analog trunk. E129 to E129 or E129 to 96xx phones is flawless.
If I create a short code to dial out a specific line, I hear the dial tone immediately for a fraction of a second, then the audio cuts out for about 1 second, then comes back. Sometimes the audio breaks up multiple times within that first second.
I've tried forcing the E129 to use G.722 and G.711 thinking it was a codec mismatch.
I've tried Re-invite support on/off, codec lockdown, direct media path. These don't seem to have any affect.
I tried changing the E129's jitter buffer and this actually seemed to reduce the cut out period when I reduced the jitter buffer size, but I can't say for sure if this is true.
Happens at multiple sites with different IP500 units. Phones are on the same VLAN as the IPO.

An update to this if anyone is curious. This is a compatibility issue between IPO and the E129 and how they handle SDP. Neither follows the RFC. IPO sends SDP data when it shouldn't, and the E129 doesn't deal with the extra SDP data like it should. Avaya's working on it.
