E1 trunk of kx-tda100 and other pbx

i config the kx-tda100 for E1 trunk.
other system dialing to panasonic extensions but panasonic not dialing to E1 trunk.
example:

ring ok and start the call
other pbx extension 1003 kx-tda100 extension 101
dial 101 ------------------------> E1 -------------------------------------> 101

Ring Failled and not call
kxtda extension 101 other pbx 1003
dial 1003 ----------------------> E1 ----------------------------------------> 1003

i need the config of kx-tda100 for dial 4 digit number send to E1 channel.
please help

Are the brands the same?

I did a similar setup but used third-party gateways at each site
