Digits Before Outpulsing in the ARS route and make sure you set it to 4 digits
In the ARS dialled digits try to match the numbers to follow to be the number length.
Failing that you could try changing the enbloc option to in the ISDN protocol form

It set to False overlap outpulsing dialling occurs. When this field is True the digits are sent out as "Enbloc".

If the key has been entered, then the last digit(s) entered for the called party number are erased and the originating ISDN switch awaits a new digit(s) to be entered into the digital telephone.
