e-mail at web sites

Whenever I try to access e-mail at a web site, I get the following : "Cannot send mail. No mail program is set up to send mail using Internet Shortcuts."

Iam not sure what is going on, or what I may be missing within my system. I use Netscape with Alltel as the default.
 
It's been a long time since I used Netscape but with IE you have to define what email software is used. Then when you click on an email link, like you describe, that's the software that is invoked. Does Netscape have a setting like that?
 
If you go to Control Panel and look under Internet>Programs tab, is there a program listed for email? If not then either select one or install one if none are listed.
