Can anyone tell me where in exchange 2007 you can configure all e-mail to arhive to one mailbox?

Store based journaling.
Look at the properties of your mailbox databases and it's in there.
Normally you'd create a separate storage group with circular logging to contain the journal mailbox then use a 3rd party tool like Enterprise Vault to pull the mail out.

Oh, you could also use Transport Journaling but that requires an Enterprise CAL for every user.

Not all 3rd party solutions use journaling. Only those that haven't figured out a better way. Store based journaling doesn't get all info, and it introduces a tremendous amount of I/O. Still, it's really the only free way to do it, assuming your storage can handle the increase. But you have to come up with a plan to deal with the ever-growing jounal mailboxes.
