e-machine mobo problem

I'm working on an "e monster 500a". When the machine is shut down, the power supply fan and cpu fan continue to run. This creates a feedback noise thru the speakers and flickers a keyboard light. I do not think this is normal. Anyone ever see this before and know of a remedy ?

Is this after a clean OS install? what is the spec?

The MB may be defective.

What happens when you shut down the computer by pressing and holding the power-on push button?
 
Thanks for the reply. I found my problem. Here the machine was surged. The +12volts was staying on in the power supply. I swapped out the supply. All is cured. So much for solid state switching. Thanks again for the input.
