E&M port Multicasting and input gain question

I have a couple of vic2 E&M ports on some 2811 routers
it is type 5, 2 wire operation we are inputting stricly audio/voice into the port, and outputting at the others I "believe" the correct values to control the audio in and out levels is input gain & output attenuation, so if I have a steady audio level on the input, shouldn't I change that level on the output by changing the output attenuation level ?
if I am Missing anything let me know
