I just read a SIP trunk setup guide from Bandwidth.com which states the following:

E.164 – This is the recognized International standard. It is characterized by a “+” followed by a country code (i.e. “1” U.S.) and
then the specific phone number. Some phone systems do not have the ability to support this method, so do not choose this
method unless you are sure of your PBX’s compliance.

The BCM docs only make general reference to E.164. Does anyone know if the BCM is fully E.164 compliant?

Yes, SIP phones as well, and many other features would have been developed by now.

I had a customer asking how they could insert a "+" into the dialing string because of the E.164 standard of some SIP providers. No way to do it as far as I can tell.

The plus + is the same as dialing:
00 to dial out of the UK
011 to dial out of Canada/USA

On devices that except + in the dialing string like mobile phones just means you can enter + instead of 011 or 00

So if your devices or PBX does not except + then stick with traditional dialing.

The + in E.164 means that - as the dialer - you do not need to worry about trunk access codes, local or long distance codes, international codes,... wherever you are in the world. Great for dialing from your cellphone anywhere in the world.
