Dynamic prompts are changed to Static. 1

Hello all,
We have an issue with dynamic prompts in our BO setup, When we develop a report using dynamic prompt from repository and once the development is done, we put it in a folder to be promoted to production, when the report is opened by the administrator to test before promoting it to prod, all the dynamic prompts are changed to static. we could not figure out what is the issue.
Could someone help me with this issue, share their experiences?

Is a "folder" a network location or is it a folder in BusinessObjects? How is the administrator opening the report?

The folder is network folder and the administrator is opening it in Crystal client before uploading it to Infoview via CMC.

If I understand correctly, you already have the dynamic prompt set up in the repository when you create the report, correct? When the Admin opens the report, does he/she log in to a CMS when opening the report? If not, that would explain why the prompts appear as static.

It might also happen if logging into a CMS where the prompts that it uses have not yet been set up/migrated.
