Dynamic picklist question

I'm curious how(if?) others are approaching this subject within CE 8.5.

Do you use the text file per parameter per report, or has someone written an external process to handle picklist updates? Perhaps using the RDC???

Optimally I will supply an interface in CE that allows an Administrator to update the picklists by doing 2 things:

-Query a database for the current picklist choices
-Provide an interface to allow the Administrator to save only a subset of the picklist as choices in the report.

Any brilliancies out there?

I use text files, there are objects that allow this.
