Dynamic Parameter?

Im trying to create a parameter that will update itself from a database that is always changing. Its actually a city selection that needs to take place. From what I have been able to find so far is that a dynamic parameter will make this happen. Ive tried it but cant get it to work properly. Keeps asking me for a database user login and password. Im using CRXI R2, with a sql database. Any help on this would be great.
