I currently access my work server via vpn, the work server has a static ip address. My home pc has a static ip address but I am thinking of changing isp to one with a dynamic ip address at home. Can I still access the server via vpn that has a static ip address with my pc that will have a dynamic ip address.

It depends on what VPN you are using. For PPTP VPN, you should be OK. If it is IPSec VPN, it is better to have static on both sites. This search result may help,
