Dynamic content how to -Should be simple for some of you

Using Dreamweaver

I'm really rusty and cannot remember how to do this..

I have a site with multiple pages, each page is the same exept the nav bar, banner and a left side news panel. When you click the links these areas stay the same but the center content is different. Typical stuff. Id like the news panel to pull the text content from a separate file. This way when I update the news panel, its reflected on all the pages without me having to copy and paste to each one. Can anyone point me in the right direction?

Any Server Side programming language would be able to do it.

PHP, ASP, Coldfusion etc...

Or Server Side Includes if the are supported on the server hosting the website.
