Dynamic background or desktop for win2000

Does anybody know if win2000 can support a dynamic backgroung. Let me explain. I went to mu friends house and he hac a MAC G4. his desktop backgroung changes colors by fading in and out. Are there any backgroung that can do that for win2000. This is the only place I can think of that would possible know that.
