dxdiag gone all wrong

Just gonna toss this up here because I'm not fully working on this computer atm but this is the issue with dxdiag

not a client but just a friends computer..

He runs a 6700gt I think which he has replaced but yet still gets the same problem. Pretty sure hes replaced everything on the computer but HD and CPU but still getting tearing graphics and random shutdowns. I can't touch this computer for awhile but thought id toss it here for any advice before I get to it.
 
If the MB was replaced, then the O/S should have been reinstalled on a clean HD, and the correct MB and video card drivers installed.
If those have been done, then make sure the video card is fully seated, its fan is running, its heatsink is securely mounted, and any dust has been cleaned from its fan and heatsink.
If no luck, then see if the same problem happens with the video card installed on another system. If so, then it may be bad.
